CONFIDENTIAL NATIONAL SECURITY COUNCIL RET MEMORANDUM FOR: William L. Clements (CLEMENTS ) FROM: George J. Tenet (TENET) SUBJECT: export issues and encryption bill: the computer security advisory group is having another meeting on September 1 and 2. John Podesta, would like us to get a paper prepared on export controls. From John's perspective, the paper should include our assessment of what is really going on in the wodd. What kind of products are out there, what are the attitudes of foreign govemments to the use of encryption - what can you buy? i had previously asked Barth to get Commerce to provide us with a dispassionate assessment of the wodd's encryption market place. I called him. He says he is seeing a woman tonight who should know where this study is. In addition, we had tasked CIA to study the issue as well. they have a paper in draft which will be coming along shortly- perhaps in the next day or two.. Then John would like a dispassionate assessment of the issues we face as we seek to make a decision on expod policy in the context of encryption. I am trying to set up a meeting with you, barth and myself in the next day or two. Can you give me a buzz before you go home tonight. gjt CC: Records Additional Header Information Follows Date Created: 16-Aug-1993 17:02 Deletable Flag: Y DOCNUM: 013463 VMS Filename: OA$SHARE12:ZUUYP041Z.WPL A1 Folder: AUG93 Message Format: Message Status: READ Date Modified: 16-Aug-1993 17:02 Forward Flag: YES Read-Receipt Requested: NO Delivery-Receipt Requested: NO Message Priority: FIRST_CLASS NATIONAL SECURITY COUNCIL 18-Aug-1993 11:45 EDT MEMORANDUM FOR: Michael J. Please follow up what is needed here. 3. Ray Kammer has been asked to put together a status report of where we are for presentation in Baltimore on 1 September. NATIONAL SECURITY COUNCIL 23-Dec-1993 13:04 EDT SECRET MEMORANDUM FOR: Daniel B. Poneman (PONEMAN) FROM: George J. Tenet (TENET) SUBJECT: eaa and software issues dan: we are on the basis of a lengthy meeting yesterday with Sue Eckerd, and Bill Clements, finalizing our PRD and discussion paper on exports for a restricted/modified principals meeting on encryption that I hope can be scheduled for mid january. Exports and digital telephony will be the two major issues on the table. Ron Brown will attend for Commerce. I will ensure that you have as much as you need on this question. In return, I want to ensure that I am in the room when this issue is raised in the context of EAA Tom Kalil/Kyle have to be brought in as well. We need to ensure that this is carefully coordinated. Unlike, telecom and computers, this issue is the 500 pound gorilla for the intelligence community so we need to make sure we are singing off of the same sheet music. We had a long meeting this morning in John Deutch's office on encryption which included, Admirals, McConnel, Studeman. John Podesta and other luminaries. Next week, we should sit down and discuss all of this. I will give you as much background as you may need. Clements and Barth continue to work the issue for Commerce. Sue Eckerd and I have established a good relationship all of this as well. Have a merry Christmas with your family. GJT
"To Achieve One World
Government it is necessary to remove from the minds of men their individualism,
their loyalty to family traditions and national identification." (Brock Chisholm - Director of the World Health Organization)
"A society whose citizens refuse to see and investigate the facts, who refuse to believe that their government and their media will routinely lie to them and fabricate a reality contrary to verifiable facts, is a society that chooses and deserves the Police State Dictatorship it's going to get." (Ian Williams Goddard)
The fact is that "political correctness" is all about creating uniformity. Individualism is one of the biggest obstacles in the way of the New World Order. They want a public that is predictable and conditioned to do as it's told without asking questions.
"The two enemies of the people are criminals and government, so let us tie the second down with the chains of the Constitution so the second will not become the legalized version of the first." Thomas Jefferson
